That's a really good point actually - once you start, you have to be able to devote time to it. For it to work well, and quickly, it is best to be a case of 'all or nothing'! If sometimes a child has a nappy on, and sometimes goes without, the child becomes confused and the whole process takes a long time, and makes the child (and parent) stressed. It is certainly better to devote a few days, or a week even, just at home without having to take your child out and sticking rigidly to the 'no nappy' arrangement. :-)
